<t>Puppies will often prefer the substrates they get used to - one reason why they sometimes refuse to pee on wet or snowy surfaces at first. It really is all about waiting them out so that they can generalize that pee outdoors means pee outdoors on concrete, grass, wet stuff, wood chips, whatever.....
